Explosive Report Questions 2024 Election Integrity: Were Voting Machines Quietly Modified Before Kamala Harris’s Apparent Win?

A startling new report has reignited fierce national debate over the legitimacy of the 2024 U.S. presidential election, suggesting that voting systems across the country were secretly altered ahead of voting day—raising urgent questions about whether Kamala Harris was the rightful winner.
The exposé, published by the Daily Boulder, alleges that a federally accredited lab made behind-the-scenes modifications to voting machines used in more than 40% of U.S. counties—without public notification, proper testing, or independent oversight.
What Alterations Were Made—and Why Didn’t Anyone Know?
At the heart of the report is Pro V&V, a private testing lab responsible for certifying voting equipment in pivotal states such as Florida, California, New Jersey, and Pennsylvania. In early 2024, the lab reportedly approved a series of updates to the widely used ES&S voting machines. These changes included:
Redesigned ballot scanners
Adjusted printer systems
Firmware rewrites
A new Electionware tabulation platform
Rather than labeling these upgrades as substantial—thus triggering broader regulatory review—Pro V&V allegedly downplayed the changes, classifying them as “de minimis,” a term generally reserved for trivial technical tweaks. This classification effectively allowed the lab to sidestep the usual transparency and testing protocols.
Election reform group SMART Elections pushed back against this designation, declaring in a public statement:
“This wasn’t a minor flaw tucked away in a rural precinct. It was a full-system stress test carried out in silence.”
Evidence of Irregular Voting Patterns Emerges
Soon after the updated machines were deployed, complaints began surfacing—particularly in Rockland County, New York. Multiple voters testified under oath that the final vote tallies did not reflect their ballots. In one district, for example, nine voters confirmed they had supported independent Senate candidate Diane Sare—but only five votes for her were officially recorded. In another, five voters claimed to have backed Sare, yet only three votes appeared in the results.
More troubling still, Democratic voters in multiple districts reported that Kamala Harris’s name was not even visible on the ballot in select precincts. Voters in blue-leaning areas with strong turnout for Democrats like Senator Kirsten Gillibrand said they couldn’t find Harris’s name listed at all—despite backing the rest of the Democratic ticket.
Meanwhile, Donald Trump was recorded receiving over 750,000 more votes than his fellow Republican Senate candidates in those same districts—an enormous and highly irregular gap.
As the political Substack Dissent in Bloom noted:
“This isn’t split-ticket voting. This is statistical distortion.”
Who Oversees the Lab Behind the Machines?
Attention has since turned to Jack Cobb, the elusive director of Pro V&V. While largely unknown to the public, Cobb oversees a lab with immense influence over the very machinery that underpins American elections.
Following publication of the report, Pro V&V’s website reportedly vanished, replaced only by a bare-bones contact page with no archival logs, no documentation, and no official response.
Although Pro V&V operates under the umbrella of the U.S. Election Assistance Commission (EAC), the oversight it faces is minimal. Once accredited, labs like Pro V&V are shielded from public inquiry: there’s no accessible hotline, no accountability board, and no transparent mechanism for citizens to challenge their work.

Notably, two of the EAC’s four commissioners—Donald Palmer and Benjamin Hovland—were appointed by Donald Trump during his previous administration. Even if serious breaches are discovered, the path to revoking a lab’s accreditation is opaque, slow, and conducted entirely in-house.
As of mid-2025, Pro V&V remains both active and accredited.
Did Kamala Harris Actually Win?
This question, once confined to the fringes of political conversation, has now moved into the mainstream. In May 2025, Judge Rachel Tanguay ruled that a lawsuit filed by SMART Elections raised valid concerns, allowing the case to move forward. SMART Legislation et al. v. Rockland County Board of Elections is expected to be heard later this year.
Though the lawsuit cannot retroactively change the election results—Trump’s win was already certified by Congress—it could trigger wider investigations at both state and federal levels.
Political commentator John Pavlovitz didn’t mince words, writing:
“Kamala Harris may have won.”
Indeed, Harris’s campaign had drawn significant enthusiasm during the race, especially in key battleground states. She was widely believed to have outperformed Trump in the first debate, and Trump notably avoided the second. Early voting data also showed strong turnout in her favor.
Yet somehow, Trump secured the presidency.
Adding to the intrigue, Elon Musk—an outspoken Trump supporter—sent cryptic messages throughout the 2024 cycle, including:
“Anything can be hacked.”
Later, he stated:
“Without me, Trump would have lost the election.”
Trump echoed these sentiments during a rally:
“Elon understands those machines better than anyone. All the machines. The vote counters. And we ended up winning Pennsylvania in a landslide.”
What's Next for U.S. Election Integrity?
The unfolding lawsuit could mark a watershed moment in American election history. If the claims hold, it would mean a private company executed sweeping technological changes to nearly half the country’s voting infrastructure—without public knowledge.

We were gaslighted into thinking that we weren’t able to contest the election. That we would be like the 2020 election deniers.
They were banking on the fact that the Democrats would take the high road and concede.
Unfortunately, they were right.
There should’ve been an immediate recount. There should’ve been an immediate investigation into election integrity.
